The code is a safety classification, not a quotation
C1 means danger is present and immediate action is required. C2 means the condition is potentially dangerous and urgent remedial action is needed. FI means further investigation is required without delay. C3 records an improvement recommendation. C1, C2 or FI findings make the report unsatisfactory; C3 alone does not.
